Before becoming known as a prison site Guantanamo was and is a hard working U.S. Naval base. It has served many years as a training base for fleet damage control and other deployment preparations. It will be "right sized' in the post prison camp years. But what do we do with the hard core detainees? Over a multi-year fleet lifecycle which is cost effective as a point of replenishment for Caribbean fleets exercises Guantanamo or Roosevelt Roads? How do we best continue high seas law enforcement operations and counter a potentially growing Russian Venezuelan influence> The answer to all questions is Roosevelt Roads. Here is why.
